Private investors fund the proposed Pax Silica manufacturing park, while the government limits its role to land provision and social concerns.
The Bases Conversion and Development Authority (BCDA) does not finance the industrial development of the Clark Advanced Manufacturing Park in New Clark City, Tarlac, BCDA President and CEO Joshua Bingcang said during a Senate hearing in August 14, 2026.
BCDA provides land for the 1,600-hectare project, while its funds address social concerns involving local residents, farmers, and Indigenous Peoples or Aetas.
“Ang BCDA po, wala pong participation on the financing po. Yun po ‘yung pondo namin to address po ‘yung social concerns ng area,” Bingcang said.
Private investors finance and build the park’s basic infrastructure, power, and utilities, according to the Department of Trade and Industry.
The Clark Advanced Manufacturing Park, part of the Pax Silica initiative, is a high-tech manufacturing ecosystem for components used in artificial intelligence and data centers.
